What's included vs what costs extra
On a Maldives resort island there is no other restaurant to walk to, so the meal plan decides most of what you spend after the room. An all-inclusive plan usually means all meals at designated restaurants plus a defined drinks list. It does not mean every restaurant, every bottle, or the transfer.

Half board, full board and all inclusive
Half board is breakfast and dinner, usually at one designated restaurant, with lunch and drinks charged separately. Full board adds lunch and almost never adds drinks, including soft drinks. Full board suits families who eat three meals and whose bar bill is not the issue. All-inclusive suits people who drink with lunch and dinner on a longer stay. Half board suits light drinkers who would rather pay for one or two dinners at the better restaurant than upgrade every night. None of the three includes the transfer.

All-inclusive in South Ari Atoll
Ari Atoll is the page already covering this region. South Ari is the whale-shark side: the diving guide and the atoll guide both describe that population as resident year-round, with sightings never guaranteed. Encounters are more often a dedicated search trip than a swim on the house reef.
Meal plans across Ari span half board to all-inclusive. The atoll guide notes that active divers eat large lunches, so full board or all-inclusive can make more sense than half board for that week. Whale shark trips are sometimes inside a dive package and often charged extra. A meal plan does not include them. Farther south, the transfer is often a seaplane; some islands farther north in Ari use a speedboat.

Who benefits most from all inclusive
Families who eat three meals on the island, couples who will drink with lunch and dinner, and anyone who wants the food-and-drink total fixed before departure. On a small island with one or two restaurants there is no variety to buy by staying on half board, so the package is the simpler version of the same week.

Skip it if you drink little, if you are off the island diving through lunch, or if the restaurants you actually want are the ones outside the plan. In those cases half board plus what you order is usually the lower total. How atoll and resort style change the value
Remote seaplane atolls such as Baa Atoll or Lhaviyani Atoll leave you on the island for every meal, so a package is easier to justify than on a North Malé Atoll speedboat island where the week is shorter and the transfer is simpler. Leaving the island for dinner is not a realistic alternative in either case: the resort is still the restaurant.
A small island with one or two restaurants makes all-inclusive straightforward, because there is no dining range to pay extra for. A larger island with several venues makes half board plus a couple of paid dinners the more useful week. Ask how many restaurants are actually inside the plan.
Season still moves the room rate more than the meal-plan label does. Compare the same board basis across months in Maldives weather by month before you assume a package is the saving.
Reading the fine print before you pay
Confirm which restaurants are included, whether you need a reservation, and whether in-villa dining counts. A plan that names only the main restaurant is a different product from one that rotates across the island's venues.
Ask which hours the drinks list covers, and whether anything ordered by name is extra. Do not treat "unlimited" as a fact unless the rate says it.

If you drink little, half board plus what you actually order is usually cheaper than paying a daily premium for a drinks list you will not use. The same is true when lunch happens on a boat that already includes food.
Couples who dive in the morning and rest at the villa often skip the midday meal the package has already charged for. Full board has the same problem if the drinks bill was never the issue.
